Joshua M. Cowen, Ph.D. is an assistant professor at the Martin School of Public Policy and Administration at the University of Kentucky. His research focuses on school choice programs, teacher and student mobility, and organizational issues in schools, and has been funded by the Spencer Foundation, among other entities. He is author or co-author of papers in journals such as the American Educational Research Journal, the American Journal of Education, Economics of Education Review, Educational Evaluation and Policy Analysis, Education Finance and Policy, and Teachers College Record. He received his Ph.D. from the University of Wisconsin-Madison, where he was a graduate fellow in education science, sponsored by the U.S. Department of Education.
