Dr. Hackbart is Provost’s Distinguished Service Professor of Finance and Public Administration. He currently serves as Associate Dean of the Gatton College of Business and Economics at UK. His research interests include public budgeting and public financial management including cash and debt management. His current research efforts focus on public pension funds and structural balances of state government budgets. He is a past member of the Kentucky Council for Postsecondary Education and the Kentucky Consensus Revenue Forecasting Group. He has served as a Senior Policy Advisor to the Governor of Kentucky and has served twice as Budget Director for the Commonwealth of Kentucky. He is a past President of the Association of Budgeting and Financial Management.
