Biography

Eugenia F. Toma is the Wendell H. Ford Professor of Public Policy and Administration in the Martin School of Public Policy & Administration at the University of Kentucky.  Her research interests include economics of schooling and economics of the political process.  Her research has been published in various books and journals including: Journal of Policy Analysis and Management, Journal of Law and Economics, Public Choice, Journal of Public Economics, and Review of Economics and Statistics.  She also has written technical reports for groups such as the National Institute for Education, the Treasury of New Zealand, and the State School Board of Michigan.  She has served as a Fulbright Fellow to New Zealand, 1992; as economics program director for the National Science Foundation (NSF), 1998-99; as chair of the institutional representatives of the Association for Public Policy Analysis and Management (APPAM); as President of the Southern Economic Association, 2003-04; and as President of NASPAA, 2004-05.  From 1995 through 2004, she also served as the Director of the Martin School of Public Policy and Administration.
