David Adkins David Adkins, a former Kansas state senator, leads The Council of State Governments as its executive director and CEO. The Council of State Governments is a nonpartisan, nonprofit organization serving all three branches of state government. CSG is the only national organization serving all three branches of state government. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. |
Mark Birdwhistell In his position at the University of Kentucky Medical center, Mark D. Birdwhistell oversees the coordination of marketing and public relation efforts and represents UK HealthCare at the local, state and national levels on regulatory affairs. Birdwhistell is actively involved in both Safety Net Hospitals for Pharmaceutical Access (SNHPA) and the National Association of Public Hospitals and Health Systems (NAPH) serving on the Government Relations Committees. He provides guidance to SNHPA's government relations team and is taking an active role in encouraging the Kentucky delegation to support 340B advocacy efforts. Mark is also a member of the NAPH Healthcare Reform Task Force. Birdwhistell has received numerous awards for his achievements in the area of health care and disability rights, and has been published on topics such as private health insurance and Medicaid. He earned his Master of Public Administration from the Martin School. |
Dave Adkisson Dave Adkisson, President & CEO of the Kentucky Chamber of Commerce returned to Kentucky in 2005 after serving as president of the Birmingham Alabama Chamber of Commerce and earlier, as president of the chamber in his hometown, Owensboro, Kentucky. Adkisson is a graduate of Georgetown College and holds a master’s from Harvard University. Adkisson resides in Lexington, Kentucky with his wife Bonnie. They have two grown children who also reside in Lexington. In his pastime, he enjoys running, reading and travel. |
Dan Bork Dan Bork is vice president of tax for Lexmark International, Inc. He is responsible for worldwide tax matters, including tax policy, planning, strategy and compliance to ensure favorable tax rates and improved cash flow. Bork holds a bachelor's degree in accounting from Winona State University in Winona, Minn., and a master's in business taxation from the University of Minnesota. |
Ron Carson Ron Carson joined the Council in 1999 as a senior fellow, working as a part-time employee primarily on budget, legislative, and strategic agenda issues. Prior to joining the Council staff, he worked for 27 years in the state budget office, serving as deputy state budget director for five governors and as a budget analyst during the administrations of two governors. He taught the Martin School’s public budgeting class for several years in the late 1970’s with Dr. Merl Hackbart and has been involved with the School since that time. |
Michael T. Childress Michael T. Childress is the executive director of the Kentucky Long-Term Policy Research Center, a state government agency created by the General Assembly in 1992 to bring a future-oriented perspective to decision making in the Commonwealth. The work of the Center includes research, policy analysis, communications with all branches of government, and public outreach. His interest in the Martin School is both professional and personal. He has worked with Martin School faculty to help inform policymakers about state and local public finance trends—producing a report on the topic, Financing State and Local Government: Future Challenges and Opportunities (2001), as well as a statewide conference. On a personal level, his sister Tracy graduated from the Martin School in 2005 with her MHA and now works as a hospital administrator. |
Crit Luallen Throughout her first term and continuing into her second, Kentucky Auditor of Public Accounts Crit Luallen has uncovered millions of dollars in government fraud and questionable expenditures, and has referred a record number of cases to law enforcement officials. At the same time, she continues to focus on ways to improve government management and efficiency. Luallen is a native of Frankfort and graduate of Centre College. In addition to being a member of the Martin School Board of Visitors, she serves on the Board of Trustees at Centre College and is married to Lynn Luallen, retired CEO of the Kentucky Housing Corporation and current president of The Louisville Housing Partnership. |
Bob Wiseman Bob Wiseman currently serves as Vice President for Facilities Management overseeing Campus Physical Plant Division, Medical Center Physical Plant Division, Capital Project Management Division, University Architect and Planning Office, Real Estate Services, and Auxiliary Services including Housing. Currently Facilities Management employs approximately 1000 employees and oversees ongoing capital construction projects of over $700 million. Mr. Wiseman received his undergraduate degree and a Master’s Degree in Public Administration from the Martin School at the University of Kentucky. |
